It is essential that if children and young people are to succeed and reach their full potential, support and guidance must be provided from an early age.

The role of local authorities will also be examined, and this conference will provide attendees with an opportunity to assess the progress in different localities on children's services, and what more needs to be done to meet the differing needs of children in different parts of the country and the importance of reaching local solutions for local needs.
